The Korea Tourism Organization’s “Comprehensive Tax Refund Guide,” dated 20 October 2025, distinguishes duty-free shopping—where tax is removed at the point of sale in designated duty-free stores—from tax refund, where eligible purchases are handled through an immediate or later refund process. A duty-free purchase is not also eligible for a second refund under the regular tax-refund process.
The basic tax-refund sequence
- Before paying, ask whether the shop participates in the tax-refund system.
- Check eligibility, eligible goods and purchase conditions; present your passport if requested.
- Keep the receipt and refund voucher, and confirm whether the refund is immediate or processed later.
- Before departure, follow the stated procedure for taking eligible goods out of Korea, including any customs check required for your case.
The process can depend on the refund method, retailer and departure point. Ask whether goods must remain unused or unopened, and where to go before checking baggage if a customs inspection may be required.
What the guide dated 20 October 2025 says
The KTO page describes eligibility for non-residents, a minimum purchase of KRW 15,000, and a requirement to take the goods out of Korea within three months. For immediate refunds, it lists a single transaction under KRW 1,000,000 and total transactions of KRW 5,000,000 or less. These figures summarize that dated page; they are not a guarantee that a traveller, item or store qualifies today.
Keep the paperwork and check before departure
At the counter, confirm whether a shop is eligible, whether passport verification is needed and which receipt or voucher you must keep. Some airport procedures may require goods to be available for inspection before check-in. The amount received can differ from the full tax embedded in a shelf price because the refund method and fees matter.
Eligibility, participating shops, thresholds and procedures may change. This article summarizes the KTO guide dated 20 October 2025; it is not tax or customs advice. Recheck the official guide, the shop’s notice and departure procedures on the date of purchase and travel.
Immediate versus later refunds
| Method | Payment and next step |
|---|---|
| Immediate refund | A participating shop checks eligibility and deducts the tax before payment. Check what the receipt records and ask whether anything else is required. |
| General / later refund | You pay the tax-inclusive price and receive a refund voucher. Follow the provider's instructions for applying, departure checks and receiving the refund. |
| Duty-free purchase | A separate system. It does not entitle you to an additional Tax Refund on the same purchase. |
What to do at each stage
- Before paying: ask whether the shop participates, whether it needs your passport, and which refund method it offers.
- After paying: check the amounts and method on the receipt and refund voucher. Keep them until departure.
- Before packing: the official guide excludes opened or used items. Check the conditions before using a purchase you intend to claim for.
- Before checking baggage: find out whether customs needs to inspect the goods and where you must present your passport, items and documents. Goods already checked in may not be accessible.
- At departure: follow the provider's and airport's current instructions. Do not assume a fixed counter location, opening time or processing duration.
Do not assume you receive a flat 10% back. Conditions and fees can affect the refund. The tax shown on a receipt and the amount you receive are not necessarily identical.
